Well, I thought it was obvious... :)

  1/ The maintainer did not test the upgrade path of his package.

  2/ It confuses the user who might think something is broken. Trust
  is everything. ;)

  3/ It must be fixed ASAP and not be let to rot like a normal bug.

Important for a bug which has a major effect on the usability of
a package, without rendering it completely unusable to everyone. I
think it matches in that case.

Feel free to do otherwise, I will not engage myself in a flamewar on
the BTS for such a trivial matter. ;)
