a) don't be ridiculous, there are plenty of "responsible" ways to
   maintain packages that don't involve pbuilder.

b) maintainers are not the only people who build packages and even
   when they do build them in a chroot, there are situations where you
   want the build-depends of as many packages as possible in the
   chroot.  In that situation (and many others) build-conflicts are
   _painful_.  Please don't advocate their use unless they're
   absolutely necessary (and they clearly aren't in this case).
