If this is true, it isn't a minor bug. This bug claims that the documentation in the config file is saying the exact opposite of the truth. Documentation bugs do not get any more serious.
Uncomment is a perfectly acceptable word. It means to remove comments. Comment out, on the other hand, means to disable a line by marking it as a comment. These terms have both been in use for several decades, probably since the birth of assembly language. When I read the config file, I assumed that noflushd had good default values for laptops, and commenting the values in the noflushd config file would use those defaults.
