I'm afraid that you're mistaken: debconf's behavior in frontend
selection has not changed recently, and moreover debconf has a special
exception coded into it to use the dialog frontend for dpkg-reconfigure
if it's configured to use the noninteractive frontend. (This has been
the case since 2005.)
