Hi,

Using debhelper 5.0.39 and python-central 0.5.6, dh_python/dh_pycompat do
not create necessary variables (like Python-Version: in the binary
package needed by pycentral).

debhelper should probably conflict against python-central << 0.5.6 and
so should python-central conflict against older debhelpers. Like it's
already the case for python-support:

$ apt-cache show debhelper | grep Conf
Conflicts: dpkg-cross (<< 1.18), python-support (<= 0.5.2), python-central (<= 
0.5.4)
