I just wanted to mention that packages using dh_installtex already work
more or less this way, as the relevant formats are automatically
extracted from the installed files, and only those formats are
generated.

See the currend jadetex eg.

For basic binaries packages (tetex-bin, tl-base-bin, latex*) it is
important to do more things, so dh_installtex will not work.
