The scp upload method sometimes fails when the queue daemon (I'm 
using mini-dinstall) processes the uploaded files before dput has a 
chance to call chmod to fix their permissions.

Perhaps it would be better to fix the permissions locally and rely on 
scp -p to set the permissions correctly on the remote host.
