yes, it looks like this is exactly what svn-buildpackage is doing. 

i'm tempted to suggest reassigning this to svn-buildpackage, but at the
same time, svn-buildpackage has always been doing this and only recently
has svn/bdb started "freaking out" when it cant access the cwd.  so i'll
leave it up to you :)

if you'd like my svn-buildpackage config i can throw that your way.
