...then you nedd to do it your self.
apt-get --print-uris <package>
give you a list fo remote and local files. Parse the file, 'cp' or
'wget' it to your desired directory and the work on it.
Note: I have a buildsystem too, more then 300 GByte Debian Sources
and Packages local or via my own webserver (which I prefer).
