Then fix reiserfs. :)

For the time being there should be an option to use /proc/mounts or
quota should check the kernel version (and filesystem type in case of
reiser) and fall back to mtab if /proc/mounts is insuficient. I don't
see that as too big a problem. But this is probably something that
should be flaged upstream.
