I observed that named wants /etc/bind/rndc.key to be owned by 'root' when run as root, and accepts /etc/bind/rndc.key to be owned by 'bind' or 'root' when run as root.
I meant "[named] accepts /etc/bind/rndc.key to be owned by user 'bind' or 'root' when run as user 'bind'". Sorry for the mistake.
