its license isn't specified explicitly but gromacs itself is GPL and stresscpu is a derived work... so it must be GPL.

Well on one hand it is a derived work, but on the other hand, this program is not linked to gromacs and can run independently. This reasoning is not enought to know the license of this software. There is not even the name of the author in the sources! Care to contact the author of the software to clarify that ?

please consider including it in cpuburn package...

This has to be a separate package. cpuburn and stresscpu are different programs, with different source tarballs, it's not a good idea to put both of them in the same debian package. I am therefore reassigning this bug to wnpp.
