This is only a partial fix. Reusing the same test case (provided with initial report) under ikiwiki 1.23 gives working links to the category itself, but when you're on the page for that category ($root/categories/geek.html), the sidebar contains a link to "categories.html", which resolves to $root/categories/categories.html, which doesn't exist.
