Hello,

There are some issues with UTF-8:

1. Display on UTF-8 terminals
   The strings from the rules file are encoded in latin1 and the
   accentuated character are thus not displayed correctly.
2. Work with UTF-8 encoded files
   Some accentuated character trouble the rules. e.g 'à' contains a 0xA0
   in UTF-8, which is the latin-1 non-breaking space character code.

I could fix these in some conditions (it's far from perfect, but
could be useful when the termianl and the checked file use UTF-8): I
created an fr_utf8 rules directory, with all the French rules recoded to
UTF-8.

This could also be done automatically by acheck, but this would be much
more difficult, that's why I prefered to report the bug against
acheck-rules-fr.
