It's not that it should, but such symlink would keep all configuration
files in /etc, even if the program is installed in /usr/local. This is
a property which some admins might want to have in the system.

Anyway, the FHS suggests /usr/local/etc may be a real directory, or a
symlink to /etc/local. As explained in the changelog, I have kept this
as a real directory, and the user is free to change it into a symlink.
