If the dependency on gnome-games was changed to "gnome-games | no-gnome-games", I could easily provide a dummy no-gnome-games package. At the moment I have a dummy gnome-games package, but this is a bit risky: if something else depends on gnome-games and wants to use a file from it (perhaps an image of a playing card?), things are going to break. The alternate dependency in gnome-desktop-environment would be a cleaner solution. Would the alternate dep be acceptable to the GNOME package maintainers? -- The world is not black and white, but different shades of pink.
