That was a decision made by the original packages (to put it in /etc/init.d with a symlink from /etc/dbus-1/event.d). Both methods have there advantages. Your point is indeed a disadvantage from this method. Otoh, if the sysadmin wants to restart/reload avahi-daemon for some reason /etc/init.d is more intuitive. I don't have a strong opinion about what is the best way though.
