It seems that some of the filter mechanisms take too long (if you wait long enough, you get the page, but it takes some seconds, sometimes minutes). I forwarded your bug report upstream. Same as above. I was able to reproduce the problem with this URL, too. But I didn't restart privoxy but only waited some minutes and the filtering mechanism really terminated after some time.
