I think Recommends is the correct dependency, it's already very strong
and will be installed by default by policy compliant package managers.
evolution-data-server is also pulled by the GNOME task.
Nothing forces the use of the applet on a panel, and the applet still
works without e-d-s.
We should aim at fixing the hang instead, patches welcome.
