/usr/lib/tcltk/sqlite3/pkgIndex.tcl registers the 8.6 library for every
Tcl version. Under Tcl 9 this not only fails to load, it also hides a
working sqlite3 build elsewhere on auto_path, because 3.53.4 is usually
the higher version.
Other packages (tdom, tcltls, thread, vfs, Img) ship both lib<pkg>.so
and libtcl9<pkg>.so with a pkgIndex that picks the right one. Until a
Tcl 9 build exists, guarding the index with
if {![package vsatisfies [package provide Tcl] 8.6-9]} return
would at least let other sqlite3 builds work.
