plasmalogin.service is not excluded from restarts by default. Adding
$nrconf{override_rc}->{qr(^plasmalogin)} = 0;
to /etc/needrestart/conf.d/plasmalogin.conf fixes it. This has been tracked in
upstream's
https://github.com/liske/needrestart/issues/367.
