Your debconf templates seem to be needed only for transitions from versions < 1.9 while the version in sarge is already 1.9.29. They should therefore be removed as they are no longer useful for a sarge to etch transition (and probably some other transitional stuff should also be removed). Cheers, -- Thomas Huriaux
