The latest 1:11.8.9+ds-2 contains a patch that fixes the Perl build issue. I tested it locally before uploading and now also reran https://salsa.debian.org/perl-team/modules/packages/libdbd-mariadb-perl/-/pipelines/1162965 that confirms build works again.
