I don't think it breaks anything in-archive, dpkg-dev and libdpkg-perl
have either Recommends or Suggests.

This breaks the CI and release process for dpkg, which pulls in all
supported SOP interfaces. And I was planning on a release this week or
so, but it's been quite a while since last one, so potentially few more
days is not a issue at this point TBH.
