I have tested this with a Debian 13.5.0 installation image (the 13.2.0 is no longer available for download) and I fear I cannot reproduce your issue. I can login without problems. So, the only reason I could think of is with different keymaps in the installer and in the installed system. Did you check, if you get the correct characters, when you type your password for example into the "username" field? If the problem still persists for you, we need more information, especially the installer log files.
