In Debian, a JRE is always accompanying a JDK thru the dependencies, so
this point is moot.

I see nothing here that poses any legal problem, what exactly is it that
you see as problematic? It is unclear to me what you mean by "splittin
g the JDK from the JRE" -- there are two valid installation states at
the moment: The set of files for the JRE, or the set of files for the
JDK (which happens to be a superset of the JRE, allowing us to not
duplicate files in .deb packages).
