Please note, that the Fontconfig issue is not the real problem; it's only a warning. In https://salsa.debian.org/holgerw/refcard-workaround-broken-support-for-french-in-texlive-2026-20260711-2 I have verified, that broken support for French in dblatex/texlive is the real problem (as already pointed out by Samuel...); when French is disabled, the package build works fine (despite the Fontconfig messages).
