It works the other way around too. It means that no one will get the additional locales offered by locales-all when upgrading. I agree that it would be best if Debian's desktops had integration with Debian's way of handling locales. This hasn't happened for GNOME despite this issue existing for many years so this is the workaround I'm using for now. I created a merge request because I discovered that we don't install the screen keyboards for other languages by default either. So I am proposing we basically Recommend lomiri-keyboard-* .
