Both this and the similar #1143369 are bugs in starlette. I'll fix
the missing dependency there.
Hmm ... actually, it's an optional dependency of starlette expressed via
Recommends, and documented as "Required if you want to use the
TestClient". So I guess I'll fix this in python-cross-web and
python-openapi-core instead. Sorry for the noise!
