Dear Maintainer. It appears that the maxima `load` command needs gcc to compile maxima libraries/packages. However the Debian package maxima does not depend on gcc so that on a bootstrap like environments (as the ones used by autopkgtest) or on non-programmer user like environments maxima cannot load libraries/packages (unless gcc is actually installed), hence the report.
