Hi Rolf Thanks for the suggestion.I do not think this feature is likely to appear in `debhelper` due to the underlying mechanics and how this would interact with other features (such as needing `--no-start` / `--no-enable` only for a subset of services).
It is a feature I have set out to support better in `debputy` (requires integration mode `dh-sequence-zz-debputy` or `full`). Depending on your situation and the package(s) in question, this may be an option for you. If you are open to seeing it, I am happy to help with a prototype porting of concrete packages, provided the package can be supported by `debputy` at this stage.
