I am not a member of the release team, but there is a 3rd option
I usually use in such cases for excluding changes not suitable
for stable:
avahi (0.8-18~deb13u1) trixie; urgency=medium
* Rebuild for trixie.
- Revert the 0.8-17 build dependency changes.
