It is a step toward packaging the wider rust-bitcoin stack for Debian. Packaging 0.1.101 rather than the latest 0.6.0: 0.6.0 requires bitcoin-internals 0.6, while Debian currently has 0.5.0 (which librust-bitcoin-hashes and librust-bitcoin-consensus-encoding depend on). 0.1.101 builds against the archive as-is, needing only librust-bitcoin-consensus-encoding-1.
