I am still less than convinced that this belongs in the default configuration. I'd like to suggest writing these ACL statements into a dedicated file and use the CHECK_RCPT_LOCAL_ACL_FILE macro to have them included right after the present warn statements. This accomplishes the same like your patch and does not require changes to our configuration.
