When run against the Forky version of upgrade-system, licenserecon incorrectly finds a license mismatch on only one of 4 files with the exact same SPDX-License-Identifier.

The SPDX-License-Identifier in upgrade-system.conf.5
is on line 146, and currently licenserecon only checks the first 100 lines!
Hope to fix this in the next release.
