Hi,

For fonts-noto I really tried to trim the vendored CDBS makefiles as
much as possible; to make it easier if someone else is interested
to slowly transmute it into a more usual short DH package.
There is also more intrusive changes discussed in #1041312


For debian-{parl,design}, I did not invested such extra effort though,
I just dumped the whole of CDBS over it and only trimmed
the dh_systemd* parts that broke with DH-compat 13.

These two should be ported to the other more popular blend framework
( https://www.debian.org/blends/) but 1) I cannot coerce Jonas;
2) I have no clue how these Blends work myself; but have some really fresh
experience of how to vendor CDBS at hand...


The other bugs listed as "blocking" this bug are not all true blockers,
some are just random items that need to be done some day;
possibly, _after_ cdbs removal.

I think that cdbs can be removed immediately after next lintian release;
there is not even a need to kick it out of testing; but an override is welcome.
