The default /etc/networks we currently ship shows:

default         0.0.0.0
loopback        127.0.0.0
link-local      169.254.0.0

This is apparently caused by /var/lib/dpkg/info/netbase.postinst creating both 
/etc/networks and /etc/hosts with a trailing empty line. Unless there is a 
compelling reason to keep those empty trailing lines, it would be a good idea 
to remove them. At the same time, running 'shftm -p -w' on the maintainer 
scripts could be a good idea.
