On my Qualcomm corporate managed laptop, I often get a 403 reaching https://wiki.debian.org, making it difficult to demonstrate to colleagues how to do packaging correctly! My understanding is that some of our outbound ranges but not all of them are blocklisted on the Debian infrastructure side.
