The error is in that commit message.  Maybe something to ask the dgit
people about, or probably better, someone pointing me to some already
perfectly clear dgit documentation about this aspect.

I don't recall seeing debian/.gitignore in any non-golang packages, and
I've never understood what purpose it server, so I think we should ask
ourselves if this golang-specific thing is really worth giving up
consistency for.  And document it in Go Team Policy (if not already
done).
