Despite the confusing name (which I inherited), python-epydoc is an application, not a module. Nothing currently depends on it.
I do intend to convert to a newer python packaging scheme, but it's not going to be immediately, because I'm rather short on time lately and I see this as a low priority. If it's really, really, really, really important that the package get upgraded to use python2.4 rather than python2.3 (and I don't believe it is, personally) then go ahead and NMU that change.
