The intention was for it to be disabled by default. You see the instruction in /usr/share/doc/powertop/README.Debian However, if powertop was installed during fresh install, the systemd.preset behavior might enable auto-tune by default. To prevent this I think we might need to ship a preset rule to disable the unit by default. -- Kan-Ru Chen Debian Developer
