This seems a very good summary of where we are[1]. I too believe that #408954 was fixed along with #526398 in sysvinit/2.86.ds1-62. #326647 was reopened as a result and there is convincing argument[2] that it should be tagged wontfix and the commented out AC check code removed completely. Furthermore, sysdamins can already choose whether to check their fs with the /etc/fstab fs_passno field.
