The fix is in systemd 258.1-1 which already landed in testing. With that I no longer need to manually modprobe uinput. So this bug can be closed.
For me the Debian bug system is pretty complicated and I've no idea how to properly close this bug.
It seems the problem was caused by a bug in systemd itself
