2.10-1.3 is the last "bad" version, you need have to cover everything (including binNMUs) prior to the first "good" version with: Replaces: net-tools (<< 2.10-2~) Breaks: net-tools (<< 2.10-2~) (the tilde makes it also work if manpages-de and net-tools go into backports)
