Following a recent update of src:mono, libmono-corlib4.5-cil got merged
with several other binary packages into a new binary package,
mono-libraries. This new package Provides/Breaks/Replaces all the now
merged packages, that are no longer built from src:mono.

It seems that having both the up-to-date mono-libraries binary package
and the outdated libmono-corlib4.5-cil in the archive leads to problems
with apt(-get) current dependencies resolver, cf. 
https://bugs.debian.org/1114810

Please consider removing libmono-corlib4.5-cil from the archive, any
package that (build-)depends on it is going to transparently fetch
mono-libraries instead, so this should not prevent the build or
execution of anything currently in Debian archive.

I am already trying to get in touch with maintainers of packages who
should update dependencies, keeping in mind that the virtual package
is going to stay provided for at least the whole of Forky lifetime.
