I am hereby closing this bug report.
The octave-sockets package builds correctly against Octave 10 when using
version 1.10.3 of dh-octave or later, which is currently available in
unstable. The issue of dpkg-shlibdeps not finding the liboctmex shared
library has been resolved at the level of the octave sequence implemented
by dh-octave.
I suppose you meant astra-toolbox rather than octave-sockets.
Yes, I meant astra-toolbox. I just hastly copied & paste the same
message I sento to the bug report regarding octve-sockets…
