The updated `debian/rules` file is much shorter and simpler to follow
compared to the current hand-written set of rules.

this patchset has been updated and rebased on top of bash 5.3-1.
dear patch submitter, I still see the sequencer for the bash package as
a regression, not any help. I told you that before.
