Today fweb was a candidate for the Bug of the Day[1] and thus I checked
this bug.  I'm positively convinced that if we want to keep the package
inside Debian than it makes sense to do so inside the TeX team.  Thus
I've created a repository in this team space[2].

I also think we should base the packaging on the latest upstream version.
So I checked the Homepage[3] where I actually found the statement

   FWEB was updated to version 1.70 in 2023

but I did not found any hint where to download this page.  The
documentation page links to some Google drive where I can't fetch
anything from.  So if you have better information where to get the
latest code (most preferably some location we can point a watch file to)
this would be really welcome.
