That should solve the license problem (I'll update the README file, thanks).

But to ship the documentation the sources would need to be part of the source tarball (plus the necessary build scripts, etc) -- or in a separate tarball. This does not seem to be the case, or did I miss something?

It would also be possible to have a separate source/binary package that contains the prebuilt documentation, basically what's in CGAL-x.y-doc_html.tar.xz. But such a package does not meet the DFSG and can't go into the main section (only non-free). I think that's a crutch without much added value and I don't want to maintain such a package myself.
