Thinking about it a little more systematically ISTM that some good
criteria might be:

- similar to other stuff in debian/

  I think that means deb822 (control), ini (gbp.conf) or unsectioned
  line-based (debhelper configs).

- easy to parse enough for how git-debpush is a shell script.

I'm not sure TOML fits these criteria.
But maybe you could share why you like it?
